NCEC’s International Activities: Partnerships, Exchange of Best Practices, and Promoting Ukraine’s Unique Experience as a Role Model

Liliia Malon, Chair of the NCEC and member of the BEREC Mini-Board, took part in a number of international events.

Bilateral Meeting with Ofcom
The visit to the UK regulator included discussions on strategic priorities, research programs in telecommunications and online safety, monitoring and reporting systems, financial autonomy, and regulatory funding mechanisms.
A special highlight was the Lunchtalk “Keeping Ukraine Connected and Resilient”, where NCEC Chair Liliia Malon spoke about the experience of living and working under the full-scale war of the Russian Federation against Ukraine, the challenges faced, and achievements in ensuring telecom network resilience.
Her insights drew significant interest, as Ukraine’s unique solutions, the extraordinary resilience of all those maintaining networks, and the practices applied in the sector may serve as a role model for other countries.

BEREC Mini-Board Study Visit
As part of its annual outreach beyond the EU, the BEREC Mini-Board delegation visited the United Kingdom to exchange experiences in electronic communications regulation, global digital technology trends, emerging business models, and best practices in the digital domain.
The visit included meetings with the UK telecom regulator Ofcom and the Digital Regulation Cooperation Forum (DRCF), which unites the UK’s four key regulators: the Competition and Markets Authority, Financial Conduct Authority, Information Commissioner’s Office, and Ofcom. The discussions focused on innovation, the safe deployment of new technologies, and market development.
Particular attention was given to Artificial Intelligence (AI): meetings with the Alan Turing Institute and the Department for Science, Innovation and Technology (DSIT) addressed research, ethics and policy in AI, government support for innovation, and engagement with regulators.
The delegation also visited British Telecom and the UK Competitive Telecommunications Association (UKCTA) to discuss market structure, investment climate, and regulatory simplification.

High-Level Seminar on Infrastructure Access Between BEREC and the European Commission
Discussions focused on future EU legislative initiatives and regulatory approaches to ensuring effective and non-discriminatory access to both active and passive infrastructure. Ukraine’s experience in securing network resilience—particularly fixed broadband networks, the deployment of widely used technologies such as xPON, and overall regulatory approaches—proved highly relevant for European colleagues and reinforced Ukraine’s role as an equal participant in the European regulatory dialogue.

Working Meetings with European Colleagues
Additional working-level discussions were held with European partners on EU integration, technical assistance, and potential joint projects.

These engagements once again demonstrated that Ukraine not only learns from European experience but also shares its own practices developed under the most challenging conditions. Network resilience, transparent regulation, and consumer protection are areas where Ukraine’s expertise is already valuable to European colleagues and the international community.

Joint efforts, mutual learning, and partnerships pave the way for Ukraine and its European partners toward a shared digital future.
This represents an important step in strengthening NCEC’s cooperation with international partners and in delivering clear and meaningful messages globally.
