NCEC Among Leaders in Implementing TAIEX Instruments in Ukraine
On 4 September 2025, experts from the National Commission for the State Regulation of Electronic Communications (NCEC) participated in the workshop “TAIEX and Twinning: Continuing the Dialogue on Institutional Building”, dedicated to EU institutional capacity-building instruments.
During the panel discussion “The Ukrainian Approach to Institutional Building”, NCEC representative Vladyslava Kovtun presented:
- Approaches to drafting TAIEX application forms, aligned with the Commission’s Strategic Priorities for 2024–2026;
- Results of implementing more than 10 TAIEX activities in 2022–2024 (including 5G, radio frequency spectrum, postal services, broadband mapping, etc.);
- Delivery of four activities already in 2025 on market-relevant topics such as out-of-court dispute resolution, general authorization, the Portuguese regulator ANACOM’s geoportal, and roaming;
- Plans for at least six additional activities by the end of the year in partnership with TAIEX.
She also highlighted the key strategic priorities of NCEC’s work:
- Harmonization of sectoral legislation with the EU acquis;
- Development of networks and deployment of new technologies;
- Positioning Ukraine as a role model, particularly in ensuring telecom network resilience;
- Strengthening NCEC’s institutional capacity.
TAIEX and Twinning are effective instruments for adapting public administration to EU standards. Over the past 20 years in Ukraine, more than 1,060 TAIEX activities have been carried out, engaging 25,517 representatives of public authorities. Among them, NCEC stands out as one of the most active participants.
These instruments enable:
- Exchange of best practices with European experts,
- Strengthening of institutional capacity,
- Preparing specialists for the implementation of the EU acquis,
- Putting public administration reform into practice.
The event was organized by the National Agency of Ukraine on Civil Service (NAUCS), the Centre for Adaptation of the Civil Service to EU Standards, the Higher School of Public Administration, and the Hanns Seidel Foundation in Ukraine.
Participants received both theoretical and practical training on preparing TAIEX project applications, along with an analysis of common mistakes to improve the effectiveness of future initiatives.
NCEC’s engagement in such initiatives contributes to the qualitative transformation of the regulatory environment and accelerates Ukraine’s European integration in the field of electronic communications.
