CPG: How is Ukraine shaping the future of global communications?
Today, Ukraine is actively involved in defining the rules and standards of the global radio frequency and digital technology markets. We are working together to ensure our frequencies are protected and that digital services develop in line with the needs of the state and society.
A delegation from the Ukrainian Communications Administration — including representatives of the NCEC (National Commission for the State Regulation of Electronic Communications), the Ministry of Digital Transformation of Ukraine, the Ukrainian State Centre of Radio Frequencies (UCRF), and other state authorities — participated in the third meeting of the CPG27-3 Working Group. This group is preparing for the 2027 World Radiocommunication Conference (WRC-27).
The delegation was headed by Iryna Cherniavska, Director of the NCEC Radio Frequency Spectrum Department.
The main issues under discussion included:
➮ The future of mobile communications — allocation of new frequencies for the development of IMT/5G technologies;
➮ Satellite technologies — including Direct-to-Device (D2D) connectivity;
➮ National security — protection of frequencies used by the Armed Forces of Ukraine from potential interference by other systems.
The CPG Working Group is developing a unified position for all European countries regarding frequency allocation. It is essential for Ukraine to have a strong voice in this process — both in the development of digital services and in matters of national security. The rules that will govern the global communications landscape after 2027 are being defined right now: which frequencies will be available, how they will be used, and who will have access to them.
The Ukrainian delegation is working to ensure the country is represented with professionalism, responsibility, and independence.
