Melita (Malta) Joins the Joint Statement on Roaming Between Ukraine and the EU
The NCEC, together with the European Commission, continues to coordinate the efforts of Ukrainian and European operators to ensure affordable connectivity for Ukrainians across the European Union.
A new participant has joined the initiative — the telecom operator Melita (Malta). The company has confirmed its participation:
- in the current Joint Statement, which guarantees affordable roaming and international calls until 31 December 2025;
- in the additional commitments that will enter into force on 1 January 2026, alongside the launch of the Roam Like at Home (RLAH) regime for Ukraine.
This is a powerful signal of solidarity and another step toward ensuring that millions of Ukrainians who have been forced to stay in EU Member States can remain connected with their families without additional costs. Preferential conditions also apply to EU citizens using mobile services in Ukraine.
Background:
The current Joint Statement between Ukrainian and European operators has been in effect since April 2022 and has already been extended six times. It has proven to be an effective instrument of support for Ukrainians during the war.
From 1 January 2026, Ukraine will officially join the EU’s single RLAH roaming area. The additional arrangements between operators will remain in force as an exceptional measure until 4 March 2027.
The joint efforts of operators represent not just a technical solution, but a manifestation of European unity and support for the people of Ukraine.
