NCEC Participated in the Discussion on the European Experience of Implementing the Gigabit Infrastructure Act (GIA)
A representative of the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services of Ukraine (NCEC) joined colleagues from other governmental bodies at the TAIEX Regional Seminar dedicated to the implementation of the Gigabit Infrastructure Act (GIA, Regulation (EU) 2024/1309).
The event was organized by the Directorate-General for Communications Networks, Content and Technology of the European Commission (DG CNECT). The seminar brought together representatives of public authorities and regulators from EU Member States, including Italy, Germany, Spain, Lithuania, Poland, Romania, Slovenia, and Croatia, as well as DG CNECT experts.
Key topics of discussion included:
- Strategic objectives of the GIA Regulation, in particular the digitalization of procedures for infrastructure access and the issuance of building permits;
- Simplification of access to physical infrastructure and cooperation between market participants;
- Mechanisms for joint network deployment and ensuring gigabit connectivity in new buildings;
- Exchange of experience among EU Member States regarding enforcement practices, challenges, and institutional approaches to implementing GIA requirements.
Particular attention was paid to the provisions of the GIA that will enter into force in the EU in November 2025. These are aimed at creating favourable conditions for the rapid, transparent, and sustainable deployment of gigabit infrastructure — including 5G networks and fibre-optic solutions.
Participation in such international events enables the Ukrainian side to deepen its integration into the EU regulatory framework and to incorporate best European practices when updating national legislation in the field of electronic communications.
NCEC will continue its proactive work towards harmonizing regulatory policy with the EU acquis and implementing cutting-edge approaches in the context of Ukraine’s digital transformation.
