NCEC Decisions on the Provision of Administrative Services

Pursuant to Articles 47–50 of the Law of Ukraine “On Electronic Communications,” the Procedure for Maintaining the Register of Licenses for the Use of the Radio Frequency Spectrum (approved by NCEC Resolution No. 96 of 6 July 2022), the Procedure for Determining the Validity Period of a License for the Use of the Radio Frequency Spectrum, and the Criteria for Commencement and Full Utilization of the Radio Frequency Spectrum (approved by NCEC Resolution No. 350 of 13 September 2023), the Commission granted:

  • Three licenses to NPC “Ukrenergo” for fixed service radio relay communications across 11 regions of Ukraine;
  • Two licenses to JSC “Prykarpattyaoblenergo” for fixed service radio relay communications in Ivano-Frankivsk region.

In accordance with Article 54 of the Law of Ukraine “On Electronic Communications,” NCEC revoked the license previously granted to PE “Tekhnolohii Online” for multichannel distribution systems used for the transmission and retransmission of television images, sound, and digital information in the Kirovohrad region.

NCEC Decisions on Draft Laws and Other Regulatory Acts

Based on Part 3 of Article 64 and Part 8 of Article 72 of the Law of Ukraine “On Electronic Communications,” Part 4 of Article 4 of the Law of Ukraine “On NCEC,” Clause 4.6, Section 4 of the NCEC Rules of Procedure, and Clause 18 of the 2025 Action Plan for the Preparation of Draft Regulatory Acts, the Commission approved the draft resolution “On Amendments to the Regulation on the Register of Radio Equipment and Emitting Devices.”
To ensure transparency and public participation, NCEC announces the acceptance of comments and proposals on the draft act and the regulatory impact analysis until 11 July 2025.

Based on Subclause 1 of Part 4 of Article 4 of the Law of Ukraine “On NCEC,” Clause 28 of the Technical Regulation on Radio Equipment (approved by Cabinet of Ministers Resolution No. 355 of 24 May 2017), Clause 4.6 of the NCEC Rules of Procedure, and Clause 9 of the 2025 Action Plan for the Preparation of Draft Regulatory Acts, the Commission also approved the draft resolution “On Approval of the Procedure for Providing Consumer (User) Information by the Manufacturer on the Operational Requirements of Radio Equipment or Emitting Devices Based on Assigned Radio Frequencies and Other Spectrum Usage Parameters.”
The deadline for submitting comments and proposals is 11 July 2025.

Additionally, in accordance with Clause 5.3, Section 5 of the NCEC Rules of Procedure, the Commission reviewed and approved without objections the draft order of the Ministry of Digital Transformation of Ukraine “On Amendments to Clause 1 of the Criteria for Determining Enterprises, Institutions and Organizations Important to the National Economy in the Field of Digitalization.”

Other NCEC Decisions

Based on Paragraph 2, Part 5 of Article 8 of the Law of Ukraine “On Postal Services,” Subclause (a), Clause 23 of Part 4 of Article 4 of the Law of Ukraine “On NCEC,” and the Procedure for Maintaining the Unified State Register of Postal Service Operators, the Commission decided to include LLC “Postal and Logistics Group MIST GROUP” in the Unified State Register of Postal Service Operators.

To improve the provisions of the Procedure for Determining the Payment and Specific Amount of Seniority Bonuses, Work Intensity Bonuses, Performance Bonuses, Wellness Support, and Social Assistance for the Chairperson and Members of NCEC, the Commission adopted a resolution to amend the corresponding Procedure.

Separately, pursuant to Clause 8, Part 1 of Article 6 of the Law of Ukraine “On Management of State-Owned Objects,” Article 45 of the Law of Ukraine “On Electronic Communications,” Part 1 of Article 29 of the Law of Ukraine “On Audit of Financial Statements and Auditing,” and Cabinet of Ministers Order No. 400-r of 20 May 2022 “On the Transfer of the Integral Property Complex of the State Enterprise ‘Ukrainian State Centre of Radio Frequencies’ to the Management of NCEC,” and considering the request from SE “Ukrainian State Centre of Radio Frequencies,” the Commission appointed LLC “HLB Ukraine” as the audit entity to conduct an independent audit of the enterprise’s financial statements for 2025–2026.
The audit findings must be submitted to the NCEC within 10 days of their receipt.
