TAIEX

TAIEX (Technical Assistance and Information Exchange) is an instrument of the European Commission that provides short-term technical assistance and facilitates information exchange between the EU Member States and partner countries. Its main goal is to help partner countries approximate their national legislation to the EU acquis (acquis communautaire), as well as build institutional capacity and implement reforms in various sectors. Through TAIEX, the EU experts share their experience and best practices during workshops, study visits and trainings, enabling partner countries to implement necessary changes more effectively and integrate into the European community.

Over the period of 2022-2025, TAIEX became a powerful instrument for continuous professional development of the NCEC representatives and the effective exchange of experience with experts from the EU Member States, as NCEC experts gained a unique opportunity to study the best EU practices, adapt advanced solutions, and improve regulatory approaches, which are critically important for the development of electronic communications, radio frequency spectrum and the provision of postal services sectors in Ukraine. Overall, since 2022, the NCEC team has participated in 11 TAIEX events, including 7 in the first half of 2025 alone, covering a wide range of key topics crucial for the development of Ukraine’s electronic communications, radio frequency spectrum, and postal services sectors. The main focus was on broadband access issues, particularly its mapping, coverage expansion in “white spots” and infrastructure access. A significant part of the measures was devoted to harmonizing national legislation with the EU acquis, including roaming regulation (RLAH), implementation of the Digital Services Act (DSA) and Digital Markets Act (DMA), as well as studying the Digital Economy and Society Index (DESI). The discussions also actively addressed innovative technologies and policies, such as 5G security toolbox and radio spectrum usage. Postal services were another important area, where the NCEC studied the experience of European countries in particular France, Germany and Spain, in developing regulations and implementing innovative approaches in this field.

Due to the consistent participation in TAIEX activities, the NCEC not only expands its expertise but also systematically implements the best European practices. This facilitates Ukraine’s effective integration into the EU Digital Single Market and ensures sustainable development of Ukraine's electronic communications, radio frequency spectrum, and postal services sectors.
