EU Technical Assistance Project “Support to Ukraine’s Digital Policy” (2021-2024)
The project aimed to support the NCEC in preparing, adopting, implementing, and enforcing legislation and state policy in the field of electronic communications in accordance with the Association Agreement between Ukraine and the EU, as well as strengthening the institutional capacity of the NCEC.
Key results include: development of an efficient BU-LRIC operator model; recommendations for enhancing network resilience and conducting geographical surveys; creation of approaches for quality of service (QoS) assessment; preparation of legislative amendments in the field of roaming in line with the EU acquis; launch of the new NCEC website.
The project also contributed to the institutional development of the NCEC: a rebranding was implemented (mission, vision, new identity), the annual NCEC industry conference was launched, staff capacity was strengthened, a consumer awareness campaign was conducted, and a series of practical workshops were organized, including on WACC calculation. The project served as an important foundation for further harmonization of the regulatory environment with EU requirements.
Technical Assistance Project “Polish Aid” (2022)
In 2022, the NCEC, in cooperation with the Office of Electronic Communications of the Republic of Poland (the UKE), successfully implemented the important “Polish Aid” technical assistance project. The coordination of this project was carried out by the Ministry of Foreign Affairs of the Republic of Poland.
Within the framework of cooperation, a number of events were conducted related to the development of broadband Internet access in Ukraine. In particular, issues related to the implementation of the provisions of Regulation 2015/2120 on broadband access, service quality monitoring, and control of investments in broadband networks deployment were discussed. This fruitful cooperation was concluded with a final conference held on 17 November 2022. The implementation of the “Polish Aid” project became a significant step in strengthening the partnership between Ukraine and Poland in the field of electronic communications and facilitated the exchange of valuable experience for the further development of the sector.
Technical Assistance Project “EU Support for Strengthening Cyber Security in Ukraine” (2022-2023)
In 2023, the project “EU Support for Strengthening Cyber Security in Ukraine” was officially finished. As one of the beneficiaries, the NCEC received assistance in enhancing the security and resilience of its internal infrastructure under this initiative.
