International Telecommunication Union

The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of global telecommunications. It is tasked with legislative, administrative, executive, and advisory functions, providing technical assistance, develop standards and regulations in the telecommunications sector, and formulate recommendations aimed at promoting telecommunications development and improving the quality of services.

The ITU operates in three main areas, organized into relevant sectors, whose work is carried out through dedicated conferences and meetings:

  • Radiocommunication Sector (ITU-R):
    Coordinates a broad and expanding range of radiocommunication services and manages the international use of the radio spectrum and satellite orbits.
  • Telecommunication Standardization Sector (ITU-T):
    Responsible for the development of global standards for electronic communications.
  • Telecommunication Development Sector (ITU-D):
    Provides support for the development of information and communication infrastructure and services, human capacity building, and the adoption of innovative technologies.

Ukraine and the ITU

Ukraine has been a member of the ITU since 7 May 1947. The revised ITU Constitution and Convention, adopted in 1992, were ratified by the Law of Ukraine dated 15 July 1994, No. 116/94-VR. In accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 13 September 2002, No. 1371, "On the Procedure for the Participation of Central Executive Authorities in the Activities of International Organizations of which Ukraine is a Member", the Communications Administration of Ukraine is represented by the Ministry of Digital Transformation of Ukraine, which, together with the Ministry of Foreign Affairs of Ukraine and the NCEC is responsible for fulfilling Ukraine’s obligations in the ITU.

Key Areas of Cooperation with the ITU

Ukraine’s cooperation with the ITU is focused on strengthening national interests in the following priority areas:

  • Radiocommunication Bureau (ITU-R):
    Influencing international decisions on the allocation and efficient use of the radio frequency spectrum, and improving communications security.
  • Telecommunication Standardization Bureau (ITU-T):
    Enhancing the country’s technological competitiveness, ensuring interoperability of systems and devices, and fostering the development of national technologies and innovations.
  • Telecommunication Development Bureau (ITU-D):
    Supporting the development of ICT infrastructure, accelerating digital transformation, reducing the digital divide, and deepening international cooperation in the ICT sector.

Active engagement with the ITU contributes to Ukraine’s integration into the global telecommunications ecosystem, increasing investment attractiveness, supports innovative development, and strengthens the country’s international standing.
