Bilateral cooperation

Since 2022, the NCEC has been continuing and significantly strengthening a strategically important area of its international activities — the development of bilateral cooperation with national regulatory authorities (NRAs) of foreign states. The implementation of this strategic direction by the NCEC contributes to interaction and dialogue with NRAs on regulatory policy issues, mutually beneficial exchange of ideas, experience, and best practices in the development of electronic communications, radio frequency spectrum, and the provision of postal services, strengthening the institutional capacity of the parties, as well as comprehensive measures and coordination within the framework of the NCEC and its partners’ participation in international and regional organizations, as well as forums and other initiatives, forming a common position in response to global challenges. Within the period from 2022 to early 2025, the NCEC initiated and strengthened systematic cooperation with leading European and global NRAs — including the Office of Communications of the United Kingdom (Ofcom), the Federal Communications Commission of the United States of America (FCC), the National Communications Authority of the Portuguese Republic (ANACOM), the Office of Electronic Communications of the Republic of Poland (UKE), the Communications Regulatory Authority of the Republic of Lithuania (RRT), the Norwegian Communications Authority (Nkom), the Italian Communications Regulatory Authority (AGCOM), and others.

Within the framework of these partnerships, a number of targeted bilateral meetings and experience-sharing events were conducted, covering such important topics as resilience and stability of electronic communication networks, restoration and emergency connectivity provision, quality of services, market analysis, consumer rights protection, 5G development, roaming and dispute resolution issues, which highlights the mutual commitment to innovation and best practices in electronic communications.

Bilateral Memoranda between the NCEC and NRAs:

2022 - Memorandum of Partnership and Cooperation in the Field of Electronic Communications Regulation between the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (Ukraine) and the President of the Office of Electronic Communications of the Republic of Poland.

2023 - Memorandum of Understanding between the Federal Communications Commission of the United States of America and the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (Ukraine).

2023 - Memorandum of Understanding and Cooperation in the Field of Electronic Communications Regulation between the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services - NCEC (Ukraine) and the National Communications Authority - ANACOM (Portuguese Republic). 

Significant examples of bilateral cooperation between NCEC and NRAs

The collaboration with the UKE became an example of prompt and consistent support: already on the first day of Russia’s war of aggression against Ukraine, the UKE together with Polish operators reduced prices for cross-border calls to Ukraine (by up to 80%) with an additional free minutes package, and also actively supported the NCEC’s initiatives on European integration and blocking russia at the international level in 2022, which became a vivid example of unwavering support and prompt response to crisis situations.

Moreover, in 2022, the NCEC participated for the first time in the annual event of Nkom “Nkom Agenda”, dedicated to network security and resilience, as well as digital development until 2030. During a special session on war-related challenges, the NCEC presented Ukraine’s experience in supporting telecom operators and emphasized the critical need for international assistance in restoring telecommunications infrastructure.

Bilateral cooperation remains one of the key instruments of the NCEC’s international presence, facilitating the exchange of experience, synergy in addressing industry challenges, and coordination of efforts to enhance the resilience of Ukraine’s electronic communications and postal sectors. Preserving and expanding this dynamic opens new opportunities for strengthening the NCEC’s role as a reliable, active, and strategic partner on the international stage.
