Radio Spectrum Policy Group
The Radio Spectrum Policy Group (RSPG) is a high-level advisory group established in 2002 to assist the European Commission (EC) in strategic policy on radio spectrum in the EU and to coordinate approaches to relevant policies.
The RSPG provides opinions on legislative proposals for multiannual radio spectrum policy programmes and the release of harmonized spectrum; EU recommendations on the harmonized application of the regulatory framework for electronic communications in the radio spectrum area; and advises on coordination and cooperation between the EC, Member States and relevant competent authorities on the implementation of existing EU law, programmes and policies on radio spectrum, as well as on harmonized conditions for the availability and efficient use of radio spectrum necessary for the establishment and functioning of the internal market.
RSPG is composed of representatives of the EU Member States and EEA/EFTA countries. Delegations include representatives of national regulatory authorities and/or ministries responsible for the radio spectrum.
Representatives of EU candidate countries, the European Conference of Postal and Telecommunications Administrations (CEPT) and the European Telecommunications Standards Institute (ETSI) are also invited to the plenary sessions as observers.
In June 2023, at the invitation of the RSPG Chair, the Ukrainian side, including NCEC experts, joined the RSPG (as an observer).
As part of their participation in the RSPG activities, NCEC experts are involved on such issues as: development of the RSPG’s work programmes; preparation for the events of the World Radiocommunication Conferences of the International Telecommunication Union; research of frequencies above 6 GHz; strategic vision for 6G; use of the VHF band, in particular 700 MHz; strategic spectrum planning, and also exchange information on topical issues.
