European Regulators Group for Postal Services
The European Regulators Group for Postal Services (ERGP) is an advisory group of the European Commission (EC), the main purpose of which is to carry out consultations and coordinate cooperation between national regulatory authorities (NRAs) in the field of postal services of the EU Member States, as well as between NRAs and the EC to consolidate the internal market for postal services and ensure compliance with European legislation in the field of postal services.
To expand international cooperation in the field of activities aimed at regulating the field of postal services, as well as to gain experience in implementing state regulation in this area and effectively implementing the Association Agreement, in 2019 a process was initiated regarding the possibility of involving experts from the NCCIR (predecessor of the NCEC) to participate in ERGP activities.
Representatives of the NCCIR first joined the work within the ERGP in September 2019, in particular, they participated in the ERGP Stakeholder Forum (Brussels, Kingdom of Belgium), during which they joined the discussion of the experience of EU Member States on the regulation of the postal services market, the need to reform the international postal services market, as well as e-commerce issues in terms of the formation of the electronic services market.
On 8 July 2022, the NCEC joined ERGP as a permanent observer, which allows for its closer coordination and cooperation with postal services NRAs of the EU Member States and their interaction with the EC to develop and strengthen the internal market in the postal services sector and ensure the consistent application of EU law in this area.
In the context of Russia’s full-scale military aggression against Ukraine, the ERGP has also become a platform that helps inform the EU NRAs about the problems and challenges that the postal sector of Ukraine faces daily and, accordingly, attract support and assistance.
NCEC actively cooperates with ERGP, including by being involved in activities within the framework of a prospective study of the future postal sector.
